新华社北京8月4日电（记者王明玉）记者4日从教育部获悉，教育部近日印发指南部署开展义务教育阶段科学教育"做中学"领航行动，加强科学探究实践，全面提升学生科学素养。指南明确，领航行动重在对科学类课程进行深化、整合与拓展，聚焦"真实问题"，引导广大学生关注生产生活实际，了解科技发展变化，开展跨学科探究实践。各地各校应立足区域资源优势和办学特色，结合学生实际情况，进行科学探究实践任务设计与实施，注重科技教育与人文教育协同。指南要求，在严格执行义务教育课程方案总体要求并保持课时总量不变的基础上，4－9年级确保每个学生每学期完成不少于1个任务且不少于4课时，1－3年级完成科学课程规定的探究实践活动即可。突出学生主体地位，尊重学生学习自主性。强化过程性评价，围绕问题意识、探究实践能力、反思改进能力、合作交流能力等方面，重点关注学生在完成科学探究实践任务中的真实表现与发展变化。

Rather than specifying do's and don'ts, Ken and his students devise a "Bill of Rights" for the class, describing the rights of the students. These rights cover most of the situations that might need a "rule."
